If some of your data/information under consideration is approved for public release, you can proceed with the acquisition of the most advantageous Public Cloud service offerings available under FedRAMP specifically for this data/information. The rest of your data requires further analysis to determine the appropriate level of cloud offerings within which it may occupy.
However, one should be cognizant of the potential need one may have now or in the future to connect any or all of this data to systems or applications being hosted at other levels suggesting the potential need for a Hybrid Deployment model. In this case, security requirements may dictate elevating this data/information to a higher level.
If the data/information under consideration may be isolated as a public cloud offering, this may indicate that the D/A is pursuing a multi-cloud strategy with data/information also residing in other clouds at other levels. (e.g., Lvls 4, 5, 6 and higher); A perfectly acceptable and common approach.
